This makes examples graded as Mint State 70 (MS70) extremely rare and highly sought after by collectors, commanding prices far beyond the coin’s intrinsic silver value. Reasons for the 1999 Silver Eagle’s value. Rarity in perfect condition: While over 7.4 million were minted, many of these coins were poorly struck or developed “milk spots, ” which are common milky discolorations. This makes coins in perfect, MS70 condition exceedingly rare, as very few survived the issues of that year. High-end examples are scarce: Finding examples in high-grade condition, such as MS68 or MS69, is difficult, and perfect MS70 examples are extremely rare.
